Prescription Benefit Update: Changes to Independent Pharmacy Pricing (Effective October 1, 2025)
As of October 1, 2025, a new state law, The Alabama Community Pharmacy Relief Act, officially took effect. This law changed how independent (or “community”) pharmacies are reimbursed for prescriptions, and it may impact what you pay. We want to help you understand what has changed and what it means for you.
What’s Changed: Independent pharmacies (smaller, locally owned pharmacies — not large chains like CVS, Walgreens, or Walmart) are now reimbursed based on Alabama Medicaid rates. These rates are typically higher than those charged at some pharmacies. These new rates include a larger dispensing fee, which may affect the total cost shown at the pharmacy. Your coinsurance amount has not changed, but: If you fill a lower-cost generic at an independent pharmacy, the new pricing law may mean you see a higher price at the counter. (Please refer to the attached chart for examples.)
Good news: Even if the prescription price is higher, your out-of-pocket cost won’t exceed our plan’s set coinsurance and/or reimbursement.
A Reminder About Our Prescription Plan: Our health plan is a point-of-sale prescription plan, which means: You pay for prescriptions upfront at the pharmacy. You then submit a claim to the insurance provider for reimbursement. This process hasn’t changed — just the way some prices are calculated at smaller independent pharmacies.
